(範文歡迎修改及轉載) Request for investigation and prosecution of the HONG KONG POLICE FORCE To Whom It May Concern, I am writing to express my concern over the recent brutal violence by the Hong Kong Police Force targeting deliberately at local citizens and foreign visitors to the city. Over the past two months in Hong Kong, large-scale, frequent, and mostly restrained protests have been organised to oppose the introduction of an extradition law that would destroy the firewall between Hong Kong’s rule of law and the arbitrary exercise of power by the Communist Party of China (CPC), which shall greatly undermine Hong Kong’s law-guaranteed autonomy. In the protests, Hong Kong Police resorts to extreme violence on peaceful protesters, including physical assaults, sexual abuse, tear gas, plastic bullets, and random arrests. There is evidence that the tear gas used by the Police was well past the expiry date. It is well documented that expired tear gas, which releases deadly cyanides, is fatally toxic. Some of those tear gas shots were fired in densely populated residential and commercial areas, resulting in the harming of unrelated walk-bys, including foreign visitors, who happen to be caught in the middle of the demonstrations. Peaceful civilians indoor, including seniors residing in elderly homes, were also affected and harmed by the gas. Now, Hong Kong Police has started firing tear gas indoors, e.g. in metro stations, which violates international safety standard for the use of tear gas. And just hours ago, a peaceful female protester was shot point-blank by Hong Kong Police with bean bag rounds - causing permanent damage to one eye of the girl - who's still in serious condition and under medical attention. The Hong Kong SAR government turned a blind eye to the heightened police-induced brutality and abuse, refused and continues to refuse citizen's demand for an independent investigation committee to look into the current turmoil. In this regard, I wish to seek your attention and consent in starting investigations into the current situation. With faith in ICC's international, impartial status and connection with the UN, I do believe you would be able and is willing to save Hong Kong from the violence (ironically) by her very own government and police force. May justice be served.
